Annex A – Special Terms and Conditions
The contractor will be responsible for complying with the respective national requirements for working permits, visas, taxes, social security etc. whilst working on site at NATO HQ Brussels, Belgium.
No special status is either conferred or implied by the host organisation, NATO HQ Brussels, Belgium to the contractor whilst working on site.
The contractor will be responsible for complying with all the respective National Health COVID- 19 regulations in Belgium before taking up the position.

PROFILE TITLE &SUMMARYProfile title and brief job description summary | Geographic Information Systems (GIS) Developer - Expert ConsultantScope of Work:• Under the supervision of the GIS Project Manager,follow a predefined implementation plan to design,develop and deploy web-based GIS applications.• Implement and update existing web mappingfunctionalities, using modern frameworks, such asArcGIS Maps SDK for JavaScript.• Integrate spatial data services via REST APIs anddevelop geospatial data models, layers and mapservices.• Ensure compliance with security, usability andaccessibility for the applications developed.• Provide knowledge transfer to staff of theorganization.• Execute other special projects and activities asdirected by Head Geo & Space Services Section. |

Within the Operations Division, the NATO Situation Centre (SITCEN) is the central agency within the Alliance used for the receipt, exchange and dissemination of political, economic and military information.Current Context: The Geo & Space Services Section is the focal point for all Geospatial Information matters at NATO Headquarters (HQ). It is responsible for ensuring the provision and designation of geospatial information through the NATO Secret network at NATO HQ, in support of senior decision-makers, intelligence analysts, task forces and exercises. The Geo & Space Services Section ensures the provision, availability and quality of geospatial information essential to the planning and execution of critical activities closely related to the Council, the Military Committee and NATO Delegations. It is also responsible for management of the Section’s IT resources, budget and staff as well as |

DUTIES AND ROLE | Duties and Role• Develop and configure GIS web applications usingArcGIS Maps SDK for JavaScript and other modernweb development frameworks.• Manipulate and integrate spatial data coming fromclassified and unclassified sources into web-basedsystems.• Perform data conversion and preprocessing, usingPython APIs and other spatial ETL tools.• Configure and manage map services, feature layersand tiled data for performant web delivery.• Conduct performance tuning for backend queries andmap rendering.• Develop and maintain documentation for code,service endpoints, and system architecture. |
| 5. LOCATION | Location• The Service will be 100% (full time) at NATOHeadquarters in Brussels• A limited amount of teleworking might be granted underspecial circumstances with the line manager permission. |

REQUIREDEXPERTISE ANDQUALIFICATIONExplanation of thedesired experienceof the consultant,educationalbackground | Experience• At least 5 years of experience in web development usingmodern JavaScript/HTML frameworks (e.g React,Vue.js, Angular).• Practical experience with at least one major webmapping library or SDK (e.g. ArcGIS Maps SDK forJavaScript) including layer management, popups,custom widgets, and client-side spatial operations.• Proficiency in using Python for geoprocessing,automation, ETL and analysis (e.g. ArcPy, GeoPandas,Shapely, Rasterio, GDAL/OGR).• Ability to build and maintain backend services orprocessing pipelines that expose geospatialfunctionality.• Excellent communication skills• Ability to work independently as well as in a teamEducation and Qualification requirements• Bachelor’s Degree in Computer Science,Geography, Information Technology or related fields.Language requirements• English: Advanced; French: BeginnerOther requirements• Familiarity with version control (Git) and Agile projectmanagement.• Excellent analytical and problem-solving skills. |
